What's the Legitimate Purpose?

There was a very interesting search phrase that I found on my server log today. The search phrase was . . .

"how to remove noise stamp on passport with photos"

First of all, I don't know what a "noise stamp" is on a passport. But why would anyone want to remove something from a passport? And in this case, why would anyone want to remove the "noise stamp" from a passport?

Perhaps the answer will be more apparent if I know what is a "noise stamp". But for now, I can't think of a legitimate purpose for doing so. Well, what's the illegitimate purpose?
